Theimpulse spring when released by the coupling spins the armature fast enoughto make the very crisp spark needed to fire the engine. You could built adistributor with enough mechanical advance to allow for the very retarded or"late" spark needed to hand prop, but then you woould need more electricalsystem stuff.
