Sport Pilot Rule Returned to OMBThe sport pilot/light-sport aircraft rulemaking package has been returned to theOffice of Management and Budget (OMB) for final approval. OMB's website acknowledgesreceipt of the rule on June 1, 2004. No deadline for final action islisted on the website. However, when EAA Vice President of Government and IndustryAffairs Earl Lawrence visited OMB, along with fellow ASTM Committee chairmenPhillip Lockwood and Eric Tucker, they stressed the need for swift approvalof the rule.The rule, which had been withdrawn from the Office of Management and Budget byFAA in late March, is now back at OMB for what is hoped to be the final reviewbefore publication. FAA had withdrawn the rule to answer questions presentedby OMB, in a procedural move that would keep the rule on-track instead of creatinga major setback if it was completely rejected by OMB. This advancement isanother major step forward for the rule. Once OMB approves the rulemaking package,it will be returned to FAA for publication in the Federal Register.
