The plans show a 1/8" ply where the hinges go. That's with the hinges shown on the plans. Do I still need them with eye bolts using a large washer?

John, that plywood gives the fasteners a stronger surface to tighten down on.
The spruce is too soft by itself.

YES ! You do need them, even using eyebolts and 970 washers. Don
