But don't be surprised that some local FSDO types have trouble with the obscure reg, the FAA elite at Oshkosh were similarly confused: I was "grounded" during the '91 convention for not having the "experimental" sign. To prove my willingness to comply, I bought one, stuck it on with copious amounts of suntan lotion and went to the hearing. The vote was 4 to 1 supporting the loophole.
